Institution building refers to the process of developing or strengthening organizations, rules, and norms that structure social, economic, and political interactions within a society (Leftwich, 2010).

This process involves creating effective legal frameworks, administrative capacities, and governance mechanisms that support sustainable development and good governance (North, 1990).

Critically, institution building is not merely about establishing formal organizations; it also requires fostering informal norms and practices that ensure the legitimacy and effectiveness of these institutions (March & Olsen, 1984). Challenges include resistance to change, contextual adaptation, and the risk of external imposition undermining local ownership (Brinkerhoff, 2008).

Strong institutions are essential for economic growth, political stability, and social cohesion, as they reduce uncertainty and transaction costs in society (North, 1990).
