CONTINUES ….  In 1995, the first series of detailed investigation report stated that around 10% to 20% baseball players use steroid.  In 2002, MLB and players unions accepted baseball player give steroid testing regimen.  In the next year, the first result was reported that around 5% baseball players have positive rate of use steroid.  These notes and ideas help to understand that baseball’s commissioner , MLB and players’ unions have not properly fulfill its social responsibility and moral ecology.

THE RESPONSIBILITY OF MLB WITH REGARD TO THE STEROID ISSUE  After accepted that the baseball player passed the steroid testing regimen MLB is the mainly responsibility to solve the steroid issues.  MLB also responsible to negotiate drug policy, implement testing policy and address the use of disallowed drugs by baseball players  MLB also responsibility to apply the testing policy during the Major Baseball League and take appropriate action on the player those use steroids
