RehabilitationWith societies attitude getting tough on crime,rehabilitation took a back seat in the criminal justicesystem.It had remained a key part of the US Prison policy untilthe mid1970s.The tough attitude on crime led to a boom in the prisonpopulation.A large part of the current prison population is madeup of the repeat offenders.Rehabilitation is meant to counter habitual offendingby reintegrating the criminals into society.

James Gilligan a clinical professor of psychiatry highlightedthat where punishment fails, rehabilitation works.He highlighted that two thirds of these prisoners oftenreoffend within three years of leaving the prison and often thecrime is more serious and more violent every next time.He emphasizes on the need for an intensive re-educationalprogram as the one in San Francisco jail which reduced therate of violence within the jail to zero for a year at atime.(Gilligan, 2012)Participation in this program even for as little as four monthsreduced the chances of violent reoffending after a prisonerleaves the jail by 83percent.
