This can come by their actions in social settings or in privatesettings but for whatever reason it is humannature to disagree. Often people disagreewith how they feel a society should behave or how they should have to behave withinthe confines of that society. In order to protect the innocent people who live withinthat society laws were invented to protect them from those who would choose not tobehave in a manner that society deems fit. As time has passed our law enforcementofficers have changed and evolved to adapt to our society as it has changed andevolved. In this paper we will take a look into problems that could arise fromtraditional thinking officers and supervisors still working in the organization from thecase study. We will use the seven elements of police organizational structuredescribed in our chapter, and answer where it appears that this would be needed toreorganize an agency, and especially to accommodate COPPS. We will try toanticipate that the officers’ workload would be reduced or increased under the newCOPPS strategy. We will attempt to explain different types of information that couldbe used to evaluate the progress of our communities policing initiatives.Theuse of theS.A.R.A. Process to approach the challengeThe S.A.R.A. process is one that could be used to address any problem. S.A.R.A.stands for scanning, analysis, response, and assessment. These are put into place so

MALFUNCTION JUNCTION2that communities and police can combine resources to do their best to eliminateand/or reduce the problems that are found in their city.Scanning means to identify the problem that exists. Analysis means to learn theproblem’s causes, scope, and effects. Response means acting to alleviate the problem.Assessment means to determine whether the response that was initiated worked. Eachof these steps listed work together to attempt to try and solve problems.When you use the Scanning phase the members of the group describe the symptomsof the problem and review the important information. This would work in the fashionof describing the problem as specifically as possible. How the problem began. Whichpersons are affected by theproblem?How you know a problem exists. Based on theinformation that you have gathered, you then create a hypothesis. You determine whatyou feel is causing the problem and you decide which part of the problem will createthe most difficulty.In the phase for analysis the members will gather all of the data and information theycan to better understand the factors that help create the problem. In order to do this thefollowing questions are generally asked: Who is involved? What happens before theproblem occurs? Where is the problem occurring? What else is happening or nothappening while the problem occurs? What are the consequences? How often doesthis occur? Who is harmed? How will you gather and report data concerning theproblem? What resources are available to help?
