Change and Progress2It was in 1962 that the first legislation was introduced in Congress to establish anindependent and permanent Commission on Aging. On July 14, 1965, President Lyndon B.Johnson signed the Older Americans Act into law, as it set up the first Administration on Agingwithin the confines of the Department of Health, Education and Welfare. At this point, theycreated the State Units on Aging.The Older Americans Act began with specific goals and objectives in mind to help maintain thedignity and welfare of older people. It also helped to launch the most important vehicle as theymade every effort in the organization, coordination, and provided community-based services andopportunities for our older citizens as well as their families.In 1967, provisions were made for the Administration on Aging in order to study the personnelrequirements in the aging field. At this point, they extended the Older Americans Act for twoyears. At this same time, the Age Discrimination Act was signed and made law. TheAdministration on Aging was moved from the Office of the Secretary of HEW and was situatedin the newly formed Social and Rehabilitative Service Agency.1967 found the Older Americans Act extended as provisions were made for the Administrationon Aging in order to study the personnel requirements via the aging field.Very important legislation was enacted and made into law. It was the Age Discrimination Act.Amendments gave grants in 1969 for Older Americans Act for their demonstration projects,Foster Grandparents and their Retired Senior Volunteer Programs.A new Title VII was formed in 1972 via the Older American Act as it authorized funds for anationally approved nutrition program for older individuals.Amendments added a new Title V authorizing grants to the local community agencies to createmulti-purpose centers for seniors. This was 1973 under the Older Americans Act
