One could raise the question ofwhereand when policingbeganand howit modernized.The development and modernization of the American police officers was brought aboutby Robert Peel.Peel was a political leader from England and was said to be the creator of themodern police officer.Peeldevelopedan approach of deterring and preventing crime rather thanresponding to past crimes.Peel felt that crime prevention was far superior than responding afterthe fact.“The strategy for implementing the mission of crime prevention was preventive patrol”(Walker, 2011).By this he developed “beats”.
