POLICIES REGARDING UNIONS, PRIVATIZATION, PENSIONS, AND…2THE VETERANS AFFAIRS AND THE UNIONSTo better identify problems and craft solutions, promote productivity and tohave the best servicedelivered toour nation’s veterans; theVeterans Affairsand the Union have to agreethat suchquality of servicecan only beachieves by constructive and cooperative working relationshipbetween both parties.Furthermore, such working relationship should be constructed on a solidfoundation of trust, common grounds, and with a shared responsibility for departmental success.According to the Master Agreement Handbook between the Veterans Affairs and the AmericanFederation of Government Employees, thethree policiesandprocedures of the Veterans Affairsregarding the Union are:Details and Temporary Promotions,Alternative Dispute Resolution,and Discipline and Adverse Action”(VA & AFGE 2011P.10).Details and Temporary Promotions:Thepurpose of this policy is to explain rights andresponsibilities related to management’s right to effect details and temporary promotions.Theworld “detail” refers to temporary assignment of an employee to a different position for aspecified period of time; with the employee returning to their regular duties at the end of thedetail” (VA & AFGE 2011P.41).Nevertheless, before suchtemporary assignment or promotioncan go intoeffect, management would have to give both the Union (AFGE) and the employeeatwoweeks’ noticeprior to the effective date of the temporary assignment or promotion.Bothmanagement and the employee have responsibilities in ensuring that all temporary assignmentsand promotions go accordingly. Management responsibilities are as follows: Managers mustdocument all temporary assignments and promotions longer than one week in Office ofPersonnel File; Analyze temporary assignments and promotions outside duty station and allowduty time for travel as needed. Employeeson the other hand should document their temporaryassignments andtheir promotionsof less than one week in electronic Office of Personnel File.
