    LEADERSHIP AND ETHICS 2 According to O’Leary (2006), Guerilla government is a form of dissent that is usually carried out by those who are dissatisfied with the actions of public organizations, programs, or people. In other words, it is a form of government where career public s ervants work against the wishes of their superiors. This is an ethical dilemma in which you may have an uneducated political appointee or supervisor , and you may have a rogue governmental management working against them to fulfill their own personal agenda by cho o s ing to covertly dissent away from pub lic policies to work the system . Government management working against their superiors can be obtained in numerous ways to include , leaking information to the media, sabotaging projects being worked on, or even transferring data to other agencies which have a different view on certain policies being addressed. The motivational reasoning for doing this could range from being passed over for a promotion to something as awe inspiring as saving a person’s life because of the humanity which is billowing out of one’s heart. There could also be other ethical challenges such as the government employee being compensated under the table by specific interest groups, or better yet, an agenda of bringing the political appointee down without getting their own hands dirty. These are type s of ethical “backdoors” that , if not addressed and weeded out, may make a supervisor end up paying the ultimate price by being completely blinds ided into thinking he/she is working towards a goal or policy which otherwise is being diverted down a street of no return. A lot of citizen s look at this type of unethical behavior as politics, but when it happens to the political appointee for someone else’s gratification, does that make it justified? Without proper procedures in place, an uneducated political appointee becomes an easy targe t for guerilla management to take advantage of . This type of ethical dilemma attacks the credibility of a career
